Build tourism on trust, not just plans

The City of Porvoo – A network that grows like a living system

From the very beginning, the development of regenerative tourism in Porvoo has been built on trust rather than a fixed master plan.

Posintra and the City of Porvoo share the same belief and conviction that real change happens when businesses become more than a network — when they form a community with a shared mission. The working method has been simple and repeatable: bring people and ideas together.

The City invited tourism companies of different sizes and backgrounds, asked questions, listened carefully, and created a safe space for dialogue and experimentation. As trust grew, collaboration deepened and new initiatives began to emerge naturally.

Instead of building a traditional, structured network, Provoo chose an organic approach inspired by nature — a living web of connections. In this environment, ideas move freely, peer-to-peer support strengthens, and unexpected collaborations take shape across the region. This work was made possible through strong partnerships. The trust of their funding partner enabled coordination, expert support, and benchmark visits, helping them learn from others and bring new perspectives back to Porvoo.

Today, the result is not just a network, but a shared mindset: a belief that tourism can regenerate places and communities when people come together with openness, curiosity, and courage.
